Lecture on Achieving a Connected and Integrated ASEAN through the Master Plan on ASEAN Connectivity 2025

This 1.5-hour seminar highlighted the priority areas of the new blueprint, as well as provided an analysis of the state of connectivity of the preceding blueprint.

Thursday, 15 September 2016 – The ASEAN Studies Centre organised the ASEAN Lecture Series on “Achieving a Connected and Integrated ASEAN through the Master Plan on ASEAN Connectivity 2025.” The lecture was delivered by Mr Lim Chze Cheen, Head of the ASEAN Connectivity Division at the ASEAN Secretariat.

Mr Lim highlighted the three dimensions in ASEAN connectivity:  physical, institutional and people-to-people and gave an overview of the newly adopted Master Plan on ASEAN Connectivity 2025 (MPAC 2025), as well as drawing comparative points on the previous master plan. He also shared the challenges faced in implementation of the MPAC which were attributed to issues in financing, decision- making, coordination and the capacity of implementing agencies.

Mr Lim shared ten global trends that will be critical to ASEAN Connectivity and further presented the five strategic areas of MPAC 2025. They are sustainable infrastructure, digital innovation, seamless logistics, regulatory excellence and people mobility – and detailed the strategic objectives and key initiatives under each of the areas.  He concluded the lecture by highlighting the six key dimensions for the successful implementation of MPAC 2025, namely strong focus and targets, clear governance, aligned plans, presence of skills and finance, proactive stakeholder management and performance management.
