Chinese Tech in Southeast Asia in the face of US-China Rivalry

REGIONAL STRATEGIC & POLITICAL STUDIES PROGRAMME

The seminar will look into the role of high technologies as an arena for US-China strategic competition, with a focus on the unfolding dynamics in Southeast Asia. It will examine Chinese efforts at technological upgrading, and how Chinese companies are making inroads into Southeast Asia. The focus will be on certain high technology sectors, notably data centres and cloud services, artificial intelligence (AI) and the evolving automotive industry. This will shed light on how Southeast Asian countries are positioning themselves to navigate the challenges and seize the opportunities arising from the US-China technology competition.

About the Speakers

Mr. John Lee is a Visiting Fellow at the Regional Strategic and Political Studies Program in ISEAS – Yusof Ishak Institute, Singapore. He is also the director of consultancy East West Futures and a researcher at the Leiden Asia Centre. Previously he was a senior analyst at the Mercator Institute for China Studies and worked at the Australian Department of Foreign Affairs and Trade and Department of Defence. John’s work focuses on China’s advanced technology industries, especially semiconductors, telecoms and internet of things technologies, as well as China’s cyberspace regulation and engagement with global internet governance. He co-leads the China Semiconductor Observatory project funded by the European Union. John’s analysis and research has been published by various international media outlets and academic presses. His other research interests include strategic theory and practice, defence matters and military uses of emerging technologies, and the historical and contemporary interstate system of East and Southeast Asia. John holds masters degrees in international law from the Australian National University and in war studies from King’s College London.

Ms. Asha Hemrajani is a Senior Fellow at the Centre of Excellence for National Security at the S.Rajaratnam School of International Studies, Singapore. She has over 20 years of technology experience, spanning network engineering, strategy and regulatory affairs in the mobile communications, domain names and cybersecurity sectors. She was formerly a member of the Board of Directors and Chairman of the Finance Committee at ICANN, the global domain names regulator. She has a Bachelor’s degree in Electrical Engineering and a ModularMaster in Cybersecurity. Her research interests include digital infrastructure, Critical Information Infrastructure (CII), cyber security, Artificial Intelligence Safety and governance as well as digital supply chain risks.
