Vietnam – India Comprehensive Strategic Partnership: Real Significance Or False Promise?

This year, India and Vietnam are celebrating the 50th anniversary of their diplomatic relations. Over the past 50 years, the two countries have continuously strengthened their cooperation, culminating in the establishment of a “comprehensive strategic partnership” in 2016. Since then, bilateral ties have continued their upward trajectory. During a visit by Indian Defense Minister Rajnath Singh to Vietnam last month, the two countries signed several important agreements to bolster their defence ties, showing their potential to contribute to the evolving strategic order in the Indo-Pacific. However, there are also perceived constraints in how far the two countries can go in their relationship and whether they can make their partnership more substantive. Against this backdrop, the webinar seeks to provide an analysis, from both Indian and Vietnamese perspectives, on the key drivers of contemporary Vietnam – India relations, what the two countries have and have not achieved, and what challenges are lying ahead for bilateral ties, especially in the strategic domain.

About the Speakers

Rajeev Ranjan Chaturvedy is Associate Professor at the School of Historical Studies and the School of International Relations of Nalanda University, India. He is also the Coordinator of the University’s Centre for Bay of Bengal Studies and Centre for Conflict Resolution & Peace Studies. His research and teaching interests include India’s Foreign Policy, India’s Economic and Business History, and Maritime Security and Interconnections. Rajeev has published widely and contributed to various media outlets, including The Financial Times, The Week, The Times Now and The Hindu.

Pham Cao Cuong is Deputy Director General in charge of the Vietnam Institute for Indian and Southwest Asian Studies (VIISAS) under Vietnam Academy of Social Sciences. Before joining VIISAS, he was Faculty Dean of the Academy of Policy and Development, Vice President of the Nguyen Trai University, and Vice President of the Vietnam Institute for Americas Studies. Cuong holds a PhD in Politics and International Relations from the University of New South Wales, Australia. His work focuses on U.S. foreign policy and security strategy, U.S strategy toward the Asia-Pacific region, security issues in Southeast Asia, India’s foreign policy and India-ASEAN relations.
