The ASEAN Studies Centre at the ISEAS – Yusof Ishak Institute is pleased to invite you to the 23rd ASEAN Lecture on the Kingdom of Cambodia’s ASEAN Chairmanship in 2022. Cambodia takes over the baton of the ASEAN Chairmanship under challenging times as the region continues to face intense disruptions caused by the Covid-19 pandemic and growing volatility. Public interest and international media attention on the Chair country’s plans and priorities for its Chairmanship year is high.

We are honoured to have H.E. Prak Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia to speak at the Lecture, and Mr Choi Shing Kwok, Director and CEO of the ISEAS – Yusof Ishak Institute and Head of the ASEAN Studies Centre to deliver welcome remarks at the event.

The Lecture will be followed by a Q&A discussion moderated by Mr Choi Shing Kwok.

About the Lecture

Southeast Asia continues to face unprecedented challenges and uncertainties in the coming year while addressing the intense disruptions caused by the COVID-19 pandemic. The Kingdom of Cambodia, as the Chair of ASEAN in 2022, is committed to leading ASEAN under the theme of “ASEAN A.C.T.: Addressing Challenges Together” to foster harmony, peace and prosperity across the whole region. Cambodia will work with fellow ASEAN Member States to advance the process of building an equitable, resilient, and inclusive ASEAN Community in accordance with the core spirit of “One Vision, One Identity and One Community”. As ASEAN marches toward another challenging yet promising year, Cambodia seeks to draw on the ASEAN’s spirit of “Togetherness” to consolidate efforts within ASEAN and with external partners in effectively addressing challenges and promoting shared goals for the benefit of the peoples of ASEAN and beyond.

About the Speaker

H.E. Prak Sokhonn has been Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia since 2016 and the Chairman of the National Coordination Committee for the United Nations Peace Keeping Operations Mission of the Kingdom of Cambodia since 2005.

He entered the army soon after the toppling of Pol Pot regime in 1979. His early career began with journalism in the Army Newspaper in which he served as Deputy Editor-in-Chief from 1986 until 1992. He assumed the role as the Spokesman of the Royal Cambodian Armed Forces (RCAF) in 1993.

H.E. Prak Sokhonn also served in numerous senior positions in the Royal Government of Cambodia. He was an Advisor to the Prime Minister (1993-2013), Deputy Secretary-General of the Royal Government of Cambodia (2003), Secretary of State of the Office of Council of Ministers (2004-2013), and Minister Attached to the Prime Minister (2009-2013).

H.E. Prak Sokhonn has been a distinguished diplomat. He was posted as Ambassador of Cambodia to France, Belgium, Holland, Austria, Denmark, Sweden, Finland, the EU and the UN Office in Geneva, from 1999 to 2002.

Mine action has been a highlight of his career as well. Between 2005 and 2016, he served as Vice-President of the Cambodian Mine Action and Victim Assistance Authority (CMAA). During this tenure, he was elected as the President of the 11th Meeting of the States Parties to the Anti-Personnel Mine Ban Convention (2011-2012).

His first cabinet ministerial responsibility began in 2013, when he was appointed Minister of Posts and Telecommunications. He assumed the position of Senior Minister and Minister of Foreign Affairs and International Cooperation in 2016, and was promoted to Deputy Prime Minister in 2018.

He earned his Diploma of the International Institute of Public Administration in 1993 and Diploma of the Center for Diplomatic and Strategic Studies in 2001, both in Paris.
