Reviewing the First Six Months of Prime Minister Pham Minh Chinh

About the Webinar

On 5 April 2021, Pham Minh Chinh was elected Vietnam’s eighth prime minister. Chinh used to serve as a deputy minister of public security before turning civilian and being appointed Party secretary of Quang Ninh Province in 2011. In 2016, he was made Head of the Central Organization Commission of the Communist Party of Vietnam, which facilitated his rise into the Party’s top leadership early this year. Given his lack of economic management experience at the national level, Chinh’s election into the prime minister position surprised many observers. Yet, others hoped that his successful tenure as Quang Ninh’s Party secretary, during which he helped transform the province’s economy, would enable him to perform well in his new position. This webinar reviews the performance of Chinh and his government over the past six months, focusing on how his government has dealt with the ongoing fourth wave of COVID-19 infections and its consequences. The webinar will also discuss Vietnam’s political and economic prospects in the next twelve months and beyond.

About the Speakers

Edmund Malesky is Professor of Political Economy in the Department of Political Science at Duke University, and Director of the Duke Center for International Development. His research focuses on economic development, governance, and the political economy of authoritarian institutions in Southeast Asia and China. In 2012, he received a state medal from the Vietnam Chamber of Commerce and Industry for his role in promoting economic development through USAID’s Vietnam Provincial Competitiveness Index; in 2013, he was appointed by President Obama to serve on the board of the Vietnam Education Foundation. He has published several books and numerous articles in leading political science and economics journals. He holds a PhD from Duke University (2004), and has held, inter alia, a Harvard Academy Fellowship and a Rockefeller Bellagio Residency Fellowship.

Tuan Ho is Senior Lecturer at the School of Accounting and Finance of the University of Bristol, and Visiting Fellow at the Vietnam Studies Programme of the ISEAS-Yusof Ishak Institute. Tuan’s main research interests are investment analysis, financial markets, and economic development of ASEAN countries. His research has been published in reputable academic journals, such as Journal of Business Finance & Accounting, Accounting and Business Research, and Accounting and Finance. He is also a regular contributor to Vietnamese business newspapers and magazines. Before joining the academia, Tuan was Chief Economist and Senior Analyst at Rong Viet Securities Company.
