Reforming Bureaucracy, Delivering Quality Public Services: An Experience from Indonesia

INDONESIA STUDIES PROGRAMME SEMINAR

About the Seminar

Bureaucracy reform has always been a national agenda since 1998 political reform and regime change in Indonesia, and was a national priority and a political promise given by President Joko Widodo (Jokowi). However, reforming bureaucracy is never easy, especially in maintaining reform during political transitions, both at the centre and sub-national government levels. This account is crucial because bureaucracy is the core of the machinery of government which creates policies and they are at the forefront in development and public service delivery. With more than four million civil servants in his administration spread across more than 100 ministries and agencies, more than 500 sub-national governments on 17 thousand islands in the archipelago, how did President Jokowi reform his bureaucracy? What were the challenges and opportunities? What went well and what did not? What factors created significant impacts to the reform? What were the consequences, both the intended and the unintended ones? This talk is an insider perspective into the core of bureaucracy reform that happened in Indonesia during the first period of President Jokowi’s term. It would be a policy-oriented sharing session that will also discuss the lessons learned from the process.
