About the Webinar

Five-year development plans are used in Thailand and Malaysia to chart the economic trajectories in these countries in the medium term. The efficacy of such plans depends on the capacity of the planning agencies involved. This webinar evaluates the effectiveness of five-year development plan formulation and implementation in Thailand and Malaysia using insights from organization theory. The capacities of planning agencies in these countries – the Office of the National Economic and Social Development Council in Thailand and the Economic Planning Unit in Malaysia – are examined at three levels, namely institutional, organizational and individual. The webinar will also discuss the 12th Malaysia Plan (2021-2025) and 13th National Economic and Social Development Plan (2023-2027).

About the Speaker

Patcharawan Ubonloet is a policy and plan analyst at the Office of the National Economic and Social Development Council (NESDC) — Thailand’s national planning agency. She has spent 10 years with the NESDC, most recently as director of the human capital and learning development where she led the analysis and formulation of human capital development and labor policy.

Patcharawan holds a PhD in Development administration from the School of Public Administration, National Institute of Development Administration, Bangkok, a Master degree in Creative Industries Arts Management from Queensland University of Technology and Creative Enterprises, Queensland and Bachelor of Arts in Public Administration from Thammasat University, Bangkok.
