Land Conflicts in Suburban Areas in Vietnam: Causes and Effects

About the Webinar
Land conflict has long been a source of social, economic and political tensions in Vietnam. Drawing upon data from two large sample surveys in Vietnam (the citizen-perception-based Vietnam Provincial Governance and Public Administration Performance Index and the firm-perception based Provincial Competitiveness Index), this webinar aims to analyze the causes and effects of land conflict in Vietnam’s suburban areas after the enactment of the 2003 and 2013 land laws. It will focus on institutional arrangements governing land rights that may create biases toward different land users when there are conflicting land use purposes. The webinar will also discuss potential state treatments towards citizens and firms as land users and present recommendations on how the Vietnamese government can improve land transparency and create a more level playing field for all stakeholders to mitigate potential conflicts and promote socio-economic development in the country.
About the Speaker
Huyen Thanh Do (Đỗ Thanh Huyền) is a policy analyst at the Vietnam office of the United Nations Development Program (UNDP). Since 2008, Huyen’s work for UNDP has involved research and advocacy in a wide range of governance topics, including local government performance; citizen participation; transparency and anti-corruption; innovation for development; water, land and environmental governance; and community-based conflict resolution. Huyen has also been the team lead for UNDP’s flagship research and advocacy project “The Vietnam Provincial Governance and Public Administration Performance Index (PAPI)” since 2016, and a co-author of the annual PAPI reports since 2009. Huyen holds a Master’s degree (1st Class Honor) in Development Studies from the University of Auckland (New Zealand), a non-degree certificate in international development policy from Duke University (USA), and a Bachelor’s degree in English from the Vietnam National University – Hanoi.
