Contrasting Approaches to Malaysia’s Transport Policy

About the Webinar

During its administration, the Pakatan Harapan coalition sought to move forward in many areas of policymaking. Key among them was the National Transport Plan (NTP), launched in 2019. The NTP is an overarching policy framework for the federal, state and local governments to develop and coordinate initiatives with the aim of enhancing Malaysia’s economic competitiveness whilst using resources sustainably. In addition to conceptualizing and rolling out new frameworks, the Pakatan Harapan administration also had to handle a range of large-scale projects inherited from the previous administration such as the East Coast Rail Link, the High-Speed Rail, and the Melaka Gateway Project.

The advent of the Perikatan Nasional (PN) coalition after PH’s brief period in power raises questions about which aspects of the NTP will be continued, and how the various legacy projects will be handled. The impact of the COVID-19 pandemic and the suspension of parliament have undoubtedly affected transport policy, but decisions taken over the past few months provide some indication of PN’s thinking on these issues.

Consequently, this webinar will analyse the key transport initiatives put forward during Pakatan Harapan’s tenure. From there, it will compare and contrast them with the emerging transport policy framework advanced by Perikatan Nasional. Last, the webinar will set out a vision for transport policy in Malaysia going forward.

About the Speaker

Yang Berhormat Anthony Loke Siew Fook is the Member of Parliament (MP) for Seremban and was the Minister of Transport from 2018 to 2020. YB Loke is one of the three Pakatan Harapan MPs representing the opposition in the bipartisan independent committee for the Emergency. Prior to being elected as MP for Seremban in 2013, he served as the MP for Rasah (2008 to 2013). He is also a Member of the Negeri Sembilan State Legislative Assembly since 2004. Over the last fifteen years, YB Loke has held various positions in the Democratic Action Party (DAP) including the Negeri Sembilan State Chairman, National Organising Secretary, National Political Education Director and Central Executive Committee member. He possesses a Bachelor’s Degree in Developmental Science majoring in Economics and Management from National University of Malaysia (UKM).
