Join us for a webinar on “ASEAN+3 in Global Value Networks”, which will consider growth prospects in the region and evolving global supply chains. The presentation by Dr Hoe Ee Khor, Chief Economist, ASEAN+3 Macroeconomic Research Office (AMRO), will be followed by a panel discussion with Dr Jayant Menon, Visiting Senior Fellow, ISEAS – Yusof Ishak Institute, and Ms Selena Ling, Chief Economist, OCBC Bank.

For decades, most ASEAN+3 economies climbed the income ladder by pursuing a growth strategy based on ramping up investment in manufacturing and services for exports, relentlessly upskilling domestic workforce, and leveraging technological advances. This growth strategy remains relevant today as advanced and emerging countries transition to the technology-driven global “new economy”. Yet, the environment for the ASEAN+3 countries to pursue growth catch-up, deeper regional integration and further globalization is a difficult one. The COVID-19 pandemic, by bringing the global economy to a standstill, has disrupted supply chains, and exposed the interdependence of the global economies, and the vulnerabilities of the system.

This webinar, co-organized by the ISEAS – Yusof Ishak Institute and AMRO, will discuss the following issues: How has the COVID-19 pandemic affected the global supply chains and ASEAN+3 economic outlook? What is the region’s growth prospects in view of major global trends: (1) Fourth Industrial Revolution, (2) escalating protectionist environment in Europe and the United States, (3) rise of Factory Asia and Shopper Asia, and (4) growing regional integration?

About the Speaker

Hoe Ee Khor is the Chief Economist of AMRO responsible for overseeing and developing the work on macroeconomic and financial market surveillance on East Asia and on the member economies in the region. He is also a member of the senior management team responsible for setting the strategic direction and management of AMRO.

Prior to joining AMRO, Dr Khor was a Deputy Director of the Asia and Pacific Department (APD) at the International Monetary Fund (IMF), responsible for overseeing the surveillance work on six ASEAN and twelve Pacific Island countries. Dr Khor started his career as an economist at the IMF in 1981 and had worked on a wide range of economies in the Western Hemisphere as well as in the Asia and Pacific departments. He was the IMF Deputy Resident Representative in China from 1991-1993.

Dr Khor obtained his Bachelor’s Degree in Economics/Mathematics from the University of Rochester and a Ph.D. in Economics from Princeton University.

About the Discussants 

Jayant Menon is a Visiting Senior Fellow at the ISEAS – Yusof Ishak Institute in Singapore, following his early retirement from the ADB in Manila. His last post at ADB was Lead Economist in the Office of the Chief Economist. He was also at the ADB Institute in Tokyo from 2005 to 2008. At ISEAS, he continues to work on trade and investment issues in the region but with more of a research focus.

He started work as an academic in Australia, spending almost a decade at the Centre of Policy Studies at Monash University at its original campus in Clayton, Melbourne. He has also worked at the University of Melbourne, Victoria University, and the American University in Washington, DC. He holds adjunct appointments with the Australian National University, University of Nottingham, UK and IDEAS, Malaysia. He has served as a Board Director of the Cambodia Development Resource Institute and on the Advisory Board of University of Nottingham, Malaysia.

He has authored/edited 15 books, more than 40 chapters in books and 80 articles in peer-reviewed journals. He has a Masters and a Ph.D degree in Economics from the University of Melbourne.

Selena Ling is the Chief Economist for OCBC Bank. As Head of Treasury Research & Strategy, she leads a research team that is responsible for Treasury market research, forecasts and trading recommendations for the bank, covering fixed income, interest rates, corporate credit, foreign exchange and macroeconomic commentary.

She is a member of the OCBC Wealth Panel for Singapore and Malaysia, as well as a council member for the Economic Society of Singapore. She was conferred the IBF Fellow Award in Financial Markets in 2017. The IBF Fellow award recognises industry veterans who have demonstrated mastery of a profession and exemplify thought leadership and commitment to industry development. Her research writings have been extensively quoted and published by prominent media across print, television and radio. Under her leadership, OCBC’s research capabilities have been greatly valued by customers and is highly ranked in surveys.

Prior to joining OCBC in August 2000, Ms Ling was with the Fiscal Policy Unit under the Ministry of Finance (MOF) and the Economics Department in the Ministry of Trade and Industry (MTI). She received her Bachelors of Science (Economics) from the London School of Economics and her Masters in Applied Economics from the National University of Singapore.
