ASC-ISEAS Project on “ASEAN 2.0: ICT, Governance and Community in Southeast Asia”

Pursuant to a memorandum of understanding between them, the ASEAN Studies Centre (ASC) of the Institute of Southeast Asian Studies, Singapore, and the Philippines’ Ideacorp jointly organised a series of roundtables to produce a study and a set of recommendations on how ASEAN can use ICT (Information and Communication Technology) to improve its operations and its relationship with member-governments and how it can be harnessed to build an ASEAN community. The first roundtable took place in Yangon, Myanmar, on 2 April 2010, and the last one in Kuala Lumpur, Malaysia, on 13 May 2010. Participants included representatives from the government (mainly Ministry of Foreign Affairs and ICT Ministry), the ICT industry, NGOs, civil society organisations and the academia. Mr Rodolfo C. Synopsis
Thailand's root-and-branch reform Constitution of 1997 was designed to entrench good governance, the rule of law and human rights, as well as providing for political stability, integrity among politicians, and removing the military from politics. It was dubbed 'the people's constitution'. Twelve years later, after widespread abuses of power, a military coup, two more constitutions, and worsening political polarisation, the project of 1997 appears to have unravelled completely. How did this situation occur? How are we to analyse the underlying state of constitutionalism in Thailand? Is there a constitutional way forward out of the continuing crisis? Does Thailand need a further constitutional reform?

Workshop on Lesson from Nargis: Disaster Management in Southeast Asia

The ASEAN Studies Centre together with Southeast Asia Research Centre of the City University of Hong Kong organized the workshop assessing the situation in Myanmar ten months after Cyclone Nargis struck on 2-3 May 2008, paying particular attention to the implications for continued work at local (including grassroots) as well as regional and international levels. The workshop also complemented the ASEAN and UN reports by incorporating grassroots experience and local knowledge to fill important gaps in understanding disaster management/preparedness processes, and some views on lessons to be learnt from this unfortunate experience.
