Abstract
The
rise of China and India has not only transformed geo-politics, but also fundamentally
changed geo-economics. The rise of these two Asian giants however depends on
their ensuring a guaranteed supply of energy; which is pertinent to economic
progress. Hence energy security has now risen to the top of the international
agenda. Their energy imports puts pressure on oil supplies and prices, and
arouses deep concerns among all energy importers such as the USA and ASEAN There
is a race to lock in energy supplies, and as psychology underpins oil prices,
this atmosphere of competition helps to keep oil prices high, especially as
production margins get dangerously low. The ISEAS energy forum will bring
together top energy experts from the region to discuss these issues, presenting
a coherent and in-depth analyses of global, regional and Chinese energy trends.

Speakers
Biography
Peter
COCKCROFT
has twenty-five years experience based in Asia workings in operations and
planning of BHP Petroleum, Energy Equity, Fletcher Challenge Energy (now part of
Shell), Asamera Oil (now part of Conoco-owned Gulf Indonesia Resources), Husky
Energy and Korea Petroleum Development (now Korea National Oil Cooperation). He
is currently a Visiting Research Fellow at the Institute of Southeast Asian
Studies and also Advisor to the CEO of Premier Oil. Peter is the 2004-5
Distinguished Lecturer on Risk for the Society of Petroleum Engineers and is a
member of the Institute Of Arbitrators. He has published more than thirty papers
and has taught short courses in five countries.
Dave
ERNSBERGER is currently the
Editorial Director for all Asian coverage at Platts, the energy news agency
owned by the McGraw-Hill Companies. He
has been working as a journalist in the commodities markets since 1996. He began
his reporting career with Platts in London. In 2001, he became Platts' bureau
chief in Houston, where he directed coverage of the energy markets during the
melt-down of Enron, and the September 11 attacks on the US. He moved to
Singapore to take up his current position in January. Mr Ernsberger has a
Bachelor’s degree in Philosophy and Politics from Warwick University, England,
and a Master’s degree in Political Science from Southampton University,
England.
KWA
Chong Seng is the Chairman and Managing Director of ExxonMobil Asia Pacific
Private Limited, is currently the Lead Country Manager for the ExxonMobil
Companies in Singapore. He is
functionally responsible for Fuels Marketing in the Asia Pacific region, which
includes Japan, Australia, New Zealand and the Pacific Islands. Chong Seng
graduated as a Mechanical Engineer from the University of Singapore and joined Esso
Singapore in 1969. After a stint in
refinery operations where he participated in the startup of the Singapore
refinery, he had various assignments in Logistics, Marketing and other parts of
the downstream business. He spent about nine years in various assignments
outside Singapore, most of which was with the Exxon offices in New Jersey,
Houston, New York and Hong Kong. These
included assignments in Marketing, Supply, Trading and Investment Planning. His
appointments outside of ExxonMobil include Deputy Chairman, Temasek Holdings
Board of Directors and Member of DBS Bank Board.
He also serves on the Public Service Commission and the Legal Service
Commission in Singapore.
Dr
Ligia NORONHA is a Senior Fellow at The Energy and Resources Institute
(TERI) in India. Her work focuses on environmental issues and development,
natural resources policy and worked on various projects on energy in India
including ‘Comparative Analysis of using LPG & Kerosene for Domestic
Cooking’, ‘Contracts and Pricing Options in Oil Exploration &
Development’ and ‘Indian Upstream Hydrocarbon Sector’ in Emergence of a
New Giant:India’s Downstream Oil Sector to 2005. Prior to this she was
also with the International Development Research Centre in Canada. Dr Noronha
received her PhD in Economics from the London School of Economics in the UK.
Dr
Kang WU has been a Fellow at
the East-West Center since 1993, and conducts energy and economic research
activities with a focus on the Asia-Pacific Region.
Dr Wu specializes in studies of energy policies, security, demand,
supply, trade, and market developments, as well as energy-economic links, oil
and gas issues, and the impact of fossil energy consumption on the environment.
Dr Wu is an energy expert on China and supervises the China Energy
Project at the Center. As an energy
economist, Dr Wu’s work also includes energy modeling and Asia-Pacific energy
demand forecasting. Dr Wu received
his Ph.D. and M.A. in economics from University of Hawaii at Manoa and B.A. in
international economics from Peking University, China.
He was a Visiting Fellow at the East-West Center from 1991 to 1993.
Dr Wu is the author and co-author of numerous journal articles, project
reports, professional studies, conference papers, book, and other publications.
He speaks frequently at international conferences, forums, workshops, and
training programs. His research
works have been widely cited by press and industrial media, including Time
Magazine, New York Times, The Wall
Street Journal, The Asian Wall Street
Journal, International Herald Tribune,
Far Eastern Economic Review, Journal
of Commerce, The Strait Times, Honolulu Advertiser, Pacific
Business News, Radio Free Asia, Reuters, Voice of America, BBC, Dow Jones
Energy Services, Bloomberg News, KGMB 9 News, and KITV 4/ABC News.
